Pune's Floods Are Not Just a Rainfall Problem—They Are a Planning Problem

Over the past 2–3 days, Pune, Maharashtra, has experienced intense rainfall, bringing parts of the city to a standstill.

Recorded rainfall includes:

  • Chinchwad — 341 mm
  • Lohegaon — 243 mm
  • Pashan — 134 mm
  • NDA — 134 mm
  • Shivajinagar — 108 mm

Scenes of flooded roads, waterlogged housing societies, stranded vehicles, and disrupted daily life have once again become familiar. Many people blame the rain itself, but I believe the real issue lies elsewhere.

This is not the first time Pune has witnessed such flooding. A similar pattern was observed in 2019, and every few years, heavy rainfall exposes the same weaknesses in our urban infrastructure. Instead of asking why it rained so much, perhaps we should ask a more important question: Why are our cities still unable to manage the rain?

The biggest reason, in my opinion, is the lack of proper stormwater drainage systems and the poor implementation of rainwater harvesting. Over the years, our cities have expanded rapidly, but the infrastructure needed to handle extreme rainfall has not kept pace.

In many places, drainage systems are designed simply to discharge water into nearby rivers. During periods of heavy rainfall, river water levels rise significantly. Once the river level becomes higher than the drainage outlets, the flow reverses, allowing river water to travel back through the drainage network and flood streets, residential areas, and public spaces.

Another major concern is the condition of our rivers. Many riverbanks are clogged with waste, encroachments, and unmanaged vegetation. These obstacles reduce the river's capacity to carry excess water, increasing the likelihood of flooding during intense rainfall.

What Can Be Done?

While no city can completely prevent flooding during extreme weather events, we can greatly reduce its impact through better planning and investment.

Some important measures include:

  • Building and maintaining efficient stormwater drainage systems.
  • Implementing rainwater harvesting on a large scale in residential, commercial, and public buildings.
  • Constructing dedicated roadside drains to quickly channel rainwater.
  • Regularly cleaning and restoring rivers to improve the natural flow of water.
  • Preventing encroachments and dumping of waste in rivers and drainage channels.
  • Designing future urban development with climate resilience as a priority rather than as an afterthought.

These solutions require long-term commitment, but they are essential if our cities are to become more resilient.

A City That Learns from Every Monsoon

Rainfall is a natural phenomenon. Urban flooding, however, is often the result of human decisions.

Every monsoon provides us with another opportunity to identify weaknesses in our infrastructure and improve them before the next extreme weather event arrives. If we continue treating floods as unavoidable disasters instead of preventable infrastructure failures, we will continue to face the same problems year after year.

A modern city should not come to a halt because of a few days of heavy rain. By investing in better drainage systems, restoring our rivers, and embracing rainwater harvesting, we can build cities that are safer, more resilient, and better prepared for the future.

The rain is not our enemy. Poor planning is.
